Initial Reimbursement Allocations Announced for Repack Expenses

On Oct. 16, 2017, the Incentive Auction Task Force and the FCC’s Media Bureau jointly announced the initial allocation from the TV Broadcaster Relocation Fund (Relocation Fund) for the reimbursement of eligible full power and Class A television stations as well as multichannel video programming distributors (MVPDs) (Eligible Entities) impacted by the Incentive Auction. The initial allocation of the Relocation Fund makes available $1 billion for reimbursement of Eligible Entities’ expenses related to the construction of their post-auction facilities.
As a result of the initial allocation, commercial stations and MVPDs may now access approximately 52 percent (62 percent for non-commercial stations) of their estimated and verified costs of construction of their post-auction facilities.

2017 Broadcaster's Clinic
The WBA Broadcaster's Clinic was held October 10, 2017 – October 12, 2017 at the Madison Marriott West in Middleton. The Clinic was well-attended and the presentations were both interesting and informative.
The Upper Midwest Regional SBE Meeting was also held October 10, 2017 at the Madison Marriott West as part of the 2017 Broadcasters Clinic. Mark Burg, Eric Papenfuss, and Dan Rasmussen from Chapter 112 attended. For the evening program, Peter Rafferty from the Wisconsin Automated Vehicle Proving Grounds at the University of Wisconsin-Madison gave a presentation on automated vehicle testing.
September Chapter 112 Meeting
The Chapter 112 September meeting was held on Tuesday evening, September 12 at WEAU in Eau Claire. We had our annual steak feed courtesy of Rick and Mary Ann Wold from Studio One Teleproductions. The feed was followed by an interesting TV receive antenna presentation by Brad Eckwielen from Digitenna.

National EAS Test
The National EAS Test was conducted on Wednesday, September 27, 2017. All participants should have filled out their ETRS Form 2 on the ETRS website. "Post-Test Data" ETRS Form 3 must be filled out on the ETRS website by November 13, 2017.
Repack TV Stations Must File Progress Reports
All full power and Class A television stations that will be changing channels during the post-incentive auction transition must file Transition Progress Reports using Form 2100, Schedule 387 which is now available through the Commission’s Licensing and Management System (LMS). Stations must file quarterly reports starting with the first full quarter after release of the Closing and Channel Reassignment Public Notice on April 13, 2017. The first filing deadline is October 10, 2017, and progress reports must provide information regarding steps stations have taken toward construction of their post-auction facilities during the calendar quarter July 1 through September 30, 2017.
